Richfield reverses ban on THC edibles, opens door to THC beverages at city liquor stores

Richfield is unwinding its ban on the low-potency THC products legalized in 2022, opening the door to selling edible — or drinkable — cannabinoids in city liquor stores later this year.

This year's adult-use cannabis legalization bill cleared the way for those lower-potency products to be sold in liquor stores — including municipal stores. Richfield liquor stores could soon be among those with THC beverages on the shelves in coming months.

"With the [City Council's] guidance, we are planning to sell low-potency products," said Richfield City Manager Katie Rodriguez. She said the city-run stores will likely start with just a few products to test out demand.

Edible THC in Richfield isn't a done deal yet, with another council meeting to consider the issue set for Aug. 8. But Rodriguez said the council seems settled on repealing the ban it passed in October 2022.

Richfield is among several cities undoing edible THC bans passed in 2022. As of late May, eight of the 80 cities that passed those bans have repealed them, including neighboring Edina.

Richfield's City Council passed the edibles ban last year with a 4-1 vote. On Tuesday, the council voted 5-0 to move forward on repealing the ban.

Mayor Mary Supple said she's changed her mind on edible THC since last fall because the adult-use cannabis law the Legislature passed this year included more guardrails around sales of the low-potency products.

Supple wanted to see rules around checking IDs and keeping products behind a counter to prevent people under 21 from shoplifting THC products they are not allowed to buy.

"We wanted to make sure children were not getting ahold of edibles and make sure the products were for adults," Supple said.

The new rules in this year's legislation do more to keep people under 21 from buying edible THC, she said, so she feels comfortable removing a local ban.

The law that allows THC products to be sold at liquor stores is unique to Minnesota, according to the League of Minnesota Cities. The adult-use cannabis law will also eventually allow cities to run dispensaries.

Some nonmunicipal liquor stores, including a handful of Cub locations, started selling THC beverages this summer, but city liquor stores have moved a little slower.

Richfield will join a small but growing number of municipal liquor stores selling THC. Eden Prairie liquor stores started stocking THC beverages on July 21.

On the first few days of sales at Eden Prairie stores, the city liquor operations manager Jaime Urbina said THC sales exceeded his expectations, with more than $1,000 worth sold in the first two days.

Once it became legal for liquor stores to stock the drinks, Urbina said, it made sense to start carrying them. Customers had been asking, he said, and it was clear other liquor stores would carry THC beverages.

Urbina said he isn't sure yet how he will gauge the success of THC beverages because projections for sales are all over the place.

"Some people think it's going to be the new seltzer boom, other people think it's going to be a smaller subcategory," he said.

If the drinks outsell bar supplies — such as corkscrews and bottle openers, the smallest category for Eden Prairie liquor stores — Urbina said he will probably consider THC a win.

The new products are an untested market for the 190 Minnesota cities and towns that run municipal liquor stores, which totaled $36.5 million in profits in 2021, the most recent data available from the Office of the State Auditor. Richfield already has one of the largest municipal liquor operations in the state, with profits funding city parks.

The office reshuffle has continued to unfold in the Twin Cities metro. But with U.S. Bank’s recent resigning of its lease for its downtown Minneapolis headquarters, the company has indicated it is committed to the city center as it downsizes in the suburbs.

Last week, the bank announced that it has resigned its long-term lease for 447,000 square feet in the downtown building at 800 Nicollet Mall, a space it has occupied since 2000. The company also announced it will not renew its lease at Meridian Crossing in Richfield, noting that, like many companies, the way people work at U.S. Bank has shifted in recent years.

“Downtown Minneapolis is home to us. We’re pleased to sign a long-term lease on Nicollet Mall and remain committed to being a key part of the business community here,” president and CEO Andy Cecere said in the release. “It’s important to us that we contribute to the ongoing resilience of downtown and we believe this decision demonstrates that.”

In a news release, U.S. Bank officials noted that the company is “one of downtown Minneapolis’s leading employers and that isn’t changing.” Historically, U.S. Bank has consitently ranked among the top 10 employers in downtown Minneapolis.

With an increase in hybrid and remote work, the company is moving out of its 340,000-square-foot Meridian Crossings location in Richfield at the beginning of the coming year. Though hundreds of the 1,400 employees in Richfield will likely move downtown, the company expects most will move to its Excelsior Crossings facility in Hopkins, U.S. Bank spokesman Jeff Shelman said in an email to TCB.

“While we said that we expect some employees from Meridian Crossing to move downtown, we won’t exit that building until early in 2024. Because of that we have not determined exactly which groups will move where,” he said. The goal is to also allow some teams that currently sit in different buildings to be at the same location.

U.S. Bank joins a growing list of Twin Cities companies that have significantly downsized their suburban footprints.

Since late 2022, U.S. Bank has asked employees in hybrid roles to return to the office three days a week. Some employees are able to work remotely as well and others have returned to the office 100% of the time,

U.S. Bank also has locations in St. Paul: an operation center in Energy Park, an office building at West Side Flats, and the U.S. Bank Center in downtown St. Paul. The only lease that is coming due next year in St. Paul is the U.S. Bank Center. The company owns the Energy Park building and has a long-term lease at West Side Flats.

Minnesota has 15 Fortune 500 companies within the state that employ hundreds of thousands of people and occupy large swaths of office space. However, this also means the impact of remote and hybrid work on the office market has a larger impact on the direct communities within the metro, Doug Fulton, principal for Avison Young, said during a recent Economic Club of MN panel discussion.

Specifically, Fulton said a stabilized office market has leeway for about 15% vacancy. But, with the current hybrid working model, vacancy has increased by about 10%, Fulton said, noting that in the Twin Cities area office market, this equates to about 8 million square feet of space.

“So if you look at the top three of the top five Fortune 500 companies in our market – United Healthcare, Best Buy, and Target–between those three companies, they’ve given back almost 3 million square feet to the market, either in space they’ve moved out of that was leased or space they’ve moved out of that they own,” he said.

In the case of owned space, many employers either opt to lease it or sell it. Some buildings will be converted for reuse, others will simply take a while to lease, he said.

Avison Young’s Minneapolis-St. Paul office report for the third quarter of this year showed a 31.5% decrease in lease size from 2020 to 2023.

“There’s not enough demand to fill these buildings. So, for the economy, it’s going to be how do you create an environment that can either convert or figure out how to put employees back in these buildings,” Fulton said.

Dana and Craig Heinen launched a flock-sitting business, where they offer visits and care to chickens and ducks across the metro while owners are away.

"They definitely make everything more fun!" Dana said.

The couple has owned ducks for years and have cared for chickens, too. They're backyard is complete with an elaborate coop with ponds and play areas for their ducks.

"The individual personalities kind of makes it more like a pet than like a farm animal," Craig said.

But with any pet, they learned vacations pose a problem. They figured other flock owners may have the same issue, which is why they started their flock-sitting business.

"For most properties we don't go every single day, it's usually maybe three or four days while the owners are gone, checking in and kind of cleaning up, collecting eggs, making sure everybody's safe. We have a good idea of what it looks like if a chicken or a duck is not feeling right," Craig said.

They share photos with the owners of their adventures while they're away.

"I think a lot of people are excited for the idea of having us like in their back pocket," Dana said.

The couple also offers duck encounters, allowing families to come over and interact with ducks before committing to owning one of their own.

"They can come over and we like put out blankets, we hang out with the ducks and we did a couple times where we like would dig in the dirt and find worms, and that's been really fun," she said.

They hope their business can help connect a growing community of urban backyard flock owners who also need to fly the coop from time to time.

"There's so many of us around that don't have that community that it kind of allows us to start having some conversations and learn from each other," Craig said.

The couple says they follow biosecurity measures to prevent spreading any illnesses from flock to flock. They also gather veterinarian information in case of emergency.

“We believe that every young person deserves the opportunity to pursue their dreams, and that’s at the heart of every Teen Tech Center,” said Andrea Wood, Best Buy’s vice president of social impact. “Each center aims to lift up the next generation of youth in Minnesota by giving them the opportunity to learn and grow.”

The Teen Tech Center at Richfield Middle School will provide members with the opportunities to build skills for their future careers through hands-on activities in photography, augmented and virtual reality, 3-D design and more.

A decade of building brighter futures

In 2013, the Best Buy Foundation opened the first Teen Tech Center in partnership with the Minneapolis Central Branch of the Hennepin County Library. Since then, countless dreams have become reality within the walls of Teen Tech Centers across the country.

We couldn’t do this work without our community partners, employees, vendors and customers that are committed to building something amazing, together. Over the last year, we have been inspired by customers contributing more than $7.5 million to the Best Buy Foundation. We have also had the opportunity to work with community partners like the Minnesota Twins and the Minnesota Timberwolves and Lynx to show Teen Tech Center participants the different ways tech can show up in their future careers.
