Year ahead looks bright for development in Plymouth

Housing construction activity in Minnesota’s busiest markets plunged last year, with housing permits down 40% across the 13-county metro plus Rochester. Other sectors were down too, beset by high interest rates and rising construction costs.

Plymouth bucked this trend. The city permitted 137 new single-family homes in 2023, up from 99 in 2022. It approved two new multifamily communities last year after green-lighting none in 2022.

2024 is shaping up to be an even bigger year for development activity in Plymouth. The city’s most ambitious single-site project is a $350 million mixed-use community proposed for the 75-acre former Prudential Financial campus at 13001 Bass Lake Road. The joint venture between Indianapolis-based Scannell Properties and Minnetonka-based Roers Cos. cleared a major planning hurdle at the Metropolitan Council last month and could go before the Plymouth City Council in February or March, said Chloe McGuire, planning and development manager for the city. If approved, groundbreaking could follow later this spring.

Several other large multifamily projects are currently under construction in Plymouth or set to break ground this year. City planners are working on a longer-term vision for a higher-density, mixed-use City Center district between Highway 55, Plymouth Boulevard, Vicksburg Lane, and Rockford Road. And a zoning change last year that allows accessory dwelling units on single-family lots throughout the city could increase housing options for multigenerational families and caretakers without altering lower-density residential areas’ character.

It’s all part of a push for continued growth in a desirable but largely built-out west metro city. “We don’t have a lot of land slated for single-family or townhomes left in the city,” said McGuire.

A “city within a city” on Bass Lake Road

The Prudential site currently features a 450,000 square foot office building and several surface parking lots at the southwest intersection of Bass Lake Road and Interstate 494. In its place, Scannell and Roers envision a mixed-use community with up to 1,320 apartment units, several retail buildings, a medical office building, and a new business campus. Roers Cos. principal partner and co-owner Jeff Koch called it “a city within a city” in a 2022 interview with Finance & Commerce.

Demolition should begin “soon,” with road and other infrastructure improvements to follow later in 2024, said Dan Salzer, director of development for Scannell Properties. The first new buildings onsite will likely be multifamily and retail, he said. A full buildout could take five years or longer, depending on market conditions.

Salzer isn’t too worried about the outlook. The site is one of the few infill opportunities of its size remaining inside the I-694/I-494 beltway, he said. It’s right next to a major freeway interchange in a submarket with favorable demographic trends, a strong employer base, and ample existing retail options.

“This is an irreplaceable location within the metro area,” said Salzer.

The fact that the opportunity exists at all is notable. Following the post-pandemic shift to hybrid work, Prudential sold the property to Scannell and Roers for $20.4 million in August 2022 — a significant discount to its $27 million estimated tax value. The financial services company transferred hundreds of employees based there to a much smaller space at the Dayton’s Project in downtown Minneapolis.

Scannell and Roers dismissed the idea of reusing the building amid a prolonged office slump and rising demand for amenity-rich multifamily.

“It is a bit odd to be tearing down a 40-year-old office building like this,” but the market signal is clear, said Salzer.

A busy year for multifamily

The Prudential site’s residential component joins several multifamily projects proposed or under construction across Plymouth:

Challenges for the Four Seasons Mall, opportunities for City Center

A rare bleak spot is the city-owned former Four Seasons Mall at the southwest corner of Highway 169 and Rockford Road. Plymouth is no longer working with Wellington Management on a 2022 proposal that would have brought new retail, office, commuter parking, and more than 400 apartments to the site, said McGuire. City contractors demolished and regraded the site last year, but a new development partner remains elusive.

“We are looking for a standout project for this important property and continue to field calls from interested developers,” said McGuire.

Still, multifamily activity could accelerate in Plymouth and other suburbs along the 694/494 ring as interest rates come down and materials costs normalize, said Matt Hazelton, senior director for JLL Capital Markets in Minneapolis.

“The demand is obviously there, but construction costs are holding some projects back,” he said. Retail activity will remain muted for longer, he added. Mixed-use developments delivered in the next few years could feature purpose-built, single-tenant structures and little else in the way of retail.

Hazelton’s prediction might not hold in Plymouth City Center. The city updated its zoning code in September to allow for residential development across 140 acres previously zoned for commercial or institutional uses. Accompanying the change were fresh design standards emphasizing placemaking, walkability, and round-the-clock activation. The city has yet to receive any formal redevelopment proposals for the area, but a major reconstruction of Plymouth Boulevard and adjacent roadways could increase its appeal when it wraps next year.

PLYMOUTH, Minn. — A megachurch at the heart of controversy has found a home in a new location.

Eagle Brook Church originally wanted to build another location in Plymouth, but the City Council said no. However, Tuesday night after several hours of debate, the council changed its mind.

Families in Plymouth were against the construction because of the church's size. Neighbors tell WCCO they're concerned the church will lessen the amount of green space and drive out wildlife. They're also worried about traffic.

Even after the City Council's decision, community members were vocal in their opposition. More than a dozen residents spoke out against the church's construction Tuesday night. Shouts of "shame on you" and "that's embarrassing" were heard during the council meeting.

The approval comes after lawyers for Eagle Brook Church said they would sue Plymouth if the city wouldn't let them build. The land is located in northwest Plymouth just off Chankahda Trail, which is just north of Wayzata Meadow Ridge Elementary School and near dozens of homes.

Eagle Brook Church gave this statement to WCCO Wednesday morning:

We are glad that the Plymouth City Council has reconsidered our application and approved our proposal for a campus along Chankahda Trail. We have been a part of this community for more than five years, hosting services two miles away at Wayzata High School. Chinese motorsports company CFMOTO has paid $18.1 million for its newly completed U.S. headquarters at 5005 Nathan Lane N. in Plymouth.

CFMOTO Powersports Inc., formerly located at 3555 Holly Lane N., Suite 30 in Plymouth, closed Aug. 25 on the cash acquisition from three entities related to Minneapolis-based Endeavor Development.

Established in Hangzhou, China, in 1989, CFMOTO now is in more than 60 countries and has been in the United States since 2002, according to its website. It established its U.S. headquarters in Plymouth in 2007.

CFMOTO’s website offers a lineup of ATV’s, UTV’s, Side x Sides, motorcycles, scooters and other products. CFMOTO designs its own four-stroke, liquid-cooled engines and has the capacity to build 800,000 of them annually.

As Finance & Commerce reported, a year ago an entity related to Endeavor paid $2 million for the 6.02-acre site and demolished the 19,015-square-foot Nathan Lane Business Center, with plans to replace the 43-year-old structure with a light industrial spec building more than four times as large.

Endeavor acquired the property from Plymouth-based United Hardware Distributing Co.

Minneapolis-based Mohagen Hansen designed the project, while R.J. Ryan Construction in Mendota Heights was the general contractor.

The building has nine docks, two drive-in doors and 28 feet of clear height. It’s one block west of Highway 169, with visibility from Schmidt Lake Road and Nathan Lane. The new headquarters features sales, marketing, vehicle development, design, parts and accessories, tech support and domestic shipping and receiving departments.

CFMOTO vehicle lines currently are manufactured in Thailand and China, with plans to open a new manufacturing facility in Mexico in 2024.

Plymouth officials OK megachurch's move onto farmland after lawsuit threat

Faced with threats of a lawsuit, the Plymouth City Council voted to allow a new megachurch to build in the west-metro suburb, reversing a previous vote to deny Eagle Brook Church.

The resolution to reject the planned church failed by an even 3-3 vote, as many in the audience wore name tags bearing the word "Deny!" The move would have passed with one additional yes vote.

The council later approved the church's application, with several conditions added, by a vote of 4-2.

Julie Peterson was the most vocal City Council member raising concerns about traffic that could result from building the 64,000-square-foot building with 685 parking spots at the northwest corner of Chankahda Trail and Maple Grove Parkway. Ultimately she was one of the three dissenting votes, instead suggesting there be a motion to build a second entrance to mitigate traffic.

"If that's the way to avoid getting sued," Peterson said.

Mayor Jeffry Wosje, Peterson and Council Member Clark Gregor voted against the resolution to reject the church. Jim Willis, Julie Pointner and Alise McGregorvoted to reject the new church.

The council added three conditions before approving the church's application in the 4-2 vote. Those included adding a second vehicle entrance for the site, creating a "softer" look for the backside of the building, and adjusting the landscaping to minimize impacts on neighbors.

Council Members Willis and McGregor voted no on the adjusted plan, while Wosje, Peterson, Gregor and Pointner voted yes.

More than 15 residents of the area spoke against allowing the church to build while three spoke in support of the church. The criticisms included that the large church would lead to traffic jams, especially during peak usage during services on Sundays.

"The cars have to get there somehow, and they're going to queue on streets that I need to use to get places on weekends," said Mary Lonergan-Cullum. "The church does not fit with the rest of the surrounding community, both in terms of scale and from looking at the renderings tonight."

The church issue took up most of the four-hour-long meeting, which also included questions for a traffic engineer, who said that the main delays would be for churchgoers during peak hours on Sundays.

Last month, the council voted 6-1 to reject Eagle Brook's plan. Council members voiced concerns about increased traffic and that the site, the last large parcel of undeveloped farmland in the city, might be better used for affordable housing.

Attorneys representing Eagle Brook Church said this week they would sue the city if the council upheld that decision.

"There is no lawful basis to deny such permission," attorney Samuel Diehl with the Minneapolis law firm CrossCastle PLLC. wrote in a letter to the city. "If the Council chooses this regrettable course, Eagle Brook will pursue litigation."

Fusion Soccer Club — one of Minnesota's largest youth soccer programs — is celebrating the grand opening of a new space this weekend in Plymouth.

PLYMOUTH, Minnesota — One of Minnesota's largest youth soccer clubs is expanding in order to meet demand for its programming.

Currently, Fusion Soccer Club rents three domes every single day of the week.

"We simply need more space," said Keith Pavelka, executive director for Fusion SC.

Fusion SC, which serves the Wayzata and Plymouth communities, was formed in 2014 through the merger of Plymouth Soccer Association and Wayzata Soccer Club. They work with kids ages 3-19.

"We have everything from rec kids to competitive programming and we have about 3,000 kids in our program," Pavelka said.

The popularity of the program led Fusion SC in April to look for more room. They ended up finding a 20,000-square-foot space in Plymouth, now home to their offices and an indoor soccer facility that can hold about 50 players.

"It's the biggest we've ever been," said Chad Morse, girls director of coaching and a director of programming for the new facility. "With this space, we get asked the question, 'Are you going to rent less space at different facilities?' And the answer is 'no.' This is kind of in addition to what we're already programming."

Morse said the new facility will give them more flexibility and allow them to do more programming.

At the end of the year, Fusion SC will launch a program called INFINITI Soccer & Performance Training where they will offer private and small group trainings.

"Youth soccer... Minnesota is on the map not only in the region, in the Midwest region, but a lot of our teams and other clubs around the state are putting their teams in a great position to compete nationally which is exciting," Morse said.

Fusion SC will hold a grand opening on Sunday, Oct. 29 from 2-7 p.m. The public is welcome to attend. Vendors Rock Elm Food Truck, Honey & Mackie's Ice Cream and Honey P's Boutique will also be there.
