Measure to repeal ranked choice voting on the ballot in Minnetonka

MINNETONKA, Minn. -- Three years after voters approved ranked choice voting for city elections, there's a ballot question in Minnetonka asking them to repeal it.

Voters approved the change in 2020 by nearly 55%. But they'll get a chance to weigh in on the process again this fall, after a group successfully obtained enough signatures on a petition to get the issue on the ballot once again.

Residents of St. Paul, Minneapolis, St. Louis Park and Bloomington also vote this way. They can choose a few candidates and rank them according to their preference. If a candidate gets a majority–50% +1—they win outright.

If not, there's a runoff in which the person with the lowest number of first-choice votes gets eliminated and second choices on those ballots are counted and redistributed. This cycle continues until there's a winner.

"We want to repeal it because it's a costly, confusing and complex system and we don't want anyone to feel unwelcome in the voting booth," said Ellen Cousins, chair of the "Yes to Repeal RCV" committee.

Cousins said it's confusing because not all elections operate in this way. Ranked choice voting is not implemented for state or federal elections in Minnesota, and school board races on the same ballot this fall aren't using that system, either.

But supporters of ranked choice voting in Minnetonka say the system is fairer because it allows more voter choice and input since it eliminates the need for a primary, which traditionally sees low turnout.

They also argue it mitigates partisan politics that can fuel negative campaigns because the system pushes candidates to build broader coalitions of support.

"I think it's getting more difficult to encourage good leaders to run for elected offices. And one of the big drawbacks is if we have an August primary, they would have to start campaigning in June and nobody's paying attention," explained Barb Westmoreland, co-chair of the "Vote No on Repeal on Ranked Choice Voting in Minnetonka."

Cousins noted that the Minnetonka Charter Commission rejected a proposed ordinance from the city council to implement ranked choice voting, before the council voted to put it on the ballot for voter input.

That commission found "no credible evidence" the change boosts turnout, and determined it would increase city costs to administer elections by upwards of $100,000, according to its resolution.

"Let's make voting simple again and bring back our tried-and-true election system," she told WCCO.

In a survey by the city following the 2021 elections—the first time Minnetonka voters used the ranked choice system—more than 52% said their overall experience with it was "excellent or good" while nearly 33% said it was "poor or very poor."

All other respondents said they were neutral on the issue.

"It's a no-brainer. I think everyone would like ranked choice voting if they really took a look at it," Westmoreland said.

Other cities across the U.S. use ranked choice voting, but only Alaska and Maine have implemented it for some of their state and federal elections.

There was legislation at the state capitol this year to implement ranked choice voting for state and federal elections, but it didn't pass. Instead, lawmakers approved a study by the secretary of state that will look broadly at voter issues and improvements to elections, including ranked choice voting.

The report from that study isn't due to the legislature until 2025.

Temperatures will be fairly mild to enjoy one of the most active showers of the year, with dozens of meteors per hour possible.

It will be a dark sky over Minnesota from the recent new moon and there won't be much cloud coverage.

The best viewing will be between midnight to 2 a.m. Thursday, ideally away from the light pollution of heavily populated areas.

Bundled-up skygazers are encouraged to watch while lying flat on their backs or in reclining chairs, with feet facing south.

Remember, it takes about a half-hour before your eyes adjust to the dark, so be prepared to wait it out and brave temps in the 30s.

The Geminids are typically the strongest meteor shower of the year, with meteors flying at a rate of 120 an hour, according to NASA.

On a hill in Minnetonka overlooking a winding creek, a Victorian estate hasn't changed much in more than a century — and that's the point.

The Charles H. Burwell House has been preserved and rehabbed to showcase its unique history and is a link to the state's once-prominent milling industry.

The Italianate house was built for the manager of the Minnetonka Mills Co. — the first Minnesota mill west of Minneapolis and likely the biggest employer in the Minnetonka area at the time, preceding the peak of milling in Minneapolis.

"It was pretty significant ... in the early days of flour milling," says Jan Cook, president of the City of Minnetonka Historical Society.

The mill was torn down more than a century ago, but the "gothic-stick-style" house built nearby in 1883 for the Burwell family gives visitors an interactive history lesson of the Victorian era and the booming business that once thrived there.

"It's really quite a gem," Cook says. "We don't have a lot of buildings ... in Minnesota that are historic. It's just a reminder to people of how people lived back then."

The Burwell House, which is listed on the National Register of Historic Places, draws an average of 1,500 visitors a year for the free tours and special events hosted by the city and historical society. Tours will be held on Sundays this monthand during a special holiday event Dec. 3 featuring Victorian Christmas decorations.

'The perfect place'

Crews first constructed a lumber mill next to a 12-foot waterfall on Minnehaha Creek, which was much wider at the time, navigable by a steamer boat to Lake Minnetonka. The creek, which flows into the Mississippi River, and the surrounding land had been inhabited for thousands of years by Indigenous tribes before white settlers moved in.

After the lumber mill burned down, it was replaced by a flour mill, producing 300 barrels of flour a day that was shipped to the East Coast and Europe — Minnesota's largest flour mill west of the Mississippi at its peak, Cook says.

"It was the perfect place to harness the water power," she adds.

Charles Loring, considered the father of Minneapolis' parks system, and his friend Loren Fletcher owned the Minnetonka Mills Co. and hired Burwell to manage it, Cook says. As the business grew, Burwell decided to build a house nearby for his wife, Mary, and their family, complete with a tall tower and ornate furnishings.

"If people came down the creek to do business in Minnetonka Mills, they'd see this house and it was pretty impressive," Cook says.

The woodwork and doors are pine but painted to look like oak. Other parts of the house, including floral wallpaper, were reproduced to look like the original décor thanks to the preservation of Burwell's detailed house plans.

"Victorians are two things: cheap and they want to impress you," says volunteer tour guide Petey Ellis, a retired teacher, as she points out the slate fireplace mantel made to look like marble.

Over the decade she's been giving tours, visitors have come from all over Minnesota and the globe, she says. While there are more impressive historic mansions in Minnesota, the Burwell House is a relic of a more modest, middle class Victorian family.

"It really portrays beautifully how people lived," Ellis says. "It encompasses part of our history that could easily be lost."

Restoring history

After the mill was torn down in 1900, Burwell became a postmaster. His family lived in the house until 1958 before selling it to another family. The city of Minnetonka bought the house in 1970 and it was added to the National Register of Historic Places.

The house has been restored to how it looked in 1894 when an expansive front porch, second kitchen and other buildings were added. It costs the city about $17,500 a year to maintain the historic house, excluding labor and capital project costs, according to the city.

The Burwell name also carries significance in the forming of the west metro suburb. Some Minnetonka residents could be living in the city of Burwell today if a 1956 name change had gone a different way.

That year, residents were becoming concerned that too much of Minnetonka, then a township, was being annexed by surrounding cities, so they sought to form a village. Some proposed two separate villages called Minnetonka and Burwell while another faction preferred just one: Minnetonka. Voters picked the latter.

But the name lives on in the yellow house on the tree-lined hilltop, taking visitors of all ages back in time to another era.

A group of lifelong cricket players will open Minnesota's first-ever indoor cricket facility in Minnetonka.

The buildout of the facility, called Eka Sport, is being led by Nick Beecher, Golam Sayeed, Pavan Sulibhavi and Piyush Patel, who are also fathers of youth players of cricket, a sport first played in England and now popular in countries like India and Pakistan.

The City Council approved a conditional use permit Monday for the new facility to fill a vacant space at 15314 Minnetonka Industrial Road. The group hopes to open the facility by mid-November, Beecher told the Business Journal. The space, which Eka will lease, is located in the northern building on the property, owned by Minneapolis-based Ryan Cos. US Inc.

“We hope to showcase cricket and expand the sport with kids across the western metro,” Beecher said, adding that cricket has been seeing increasing momentum in the United States.

The search for a location for the facility started about two years ago, he said. A majority of the partners are involved in the Minnesota Youth Cricket Academy, which will have its home base at the new facility. The academy will fall under the business entity of Eka Sport.

The 6,500-square-foot facility will include a turfed and netted playing area that can be divided into three bowling and batting lanes, according to city documents. Offerings will include youth classes, coaching, indoor games and team participation for beginners through competitive players. There will also be a BOLA bowling cricket machine for practicing.

The space can also be rented when it's not in use for programs or teams, city documents say.

The space will allow the academy to provide a more structured and organized way of teaching cricket with regulation indoor cricket cages, said academy co-founder Golam Sayeed.

There is currently no place for kids to play cricket during the colder months, leaving them without time for practicing at least seven months of the year, Beecher said.

Midwestern cricket players are at a disadvantage because of this, especially when playing against other teams from warmer climates when the season typically starts in the spring, Sayeed said.

Looking ahead, Eka's goals are also to build up the women and girl's division of cricket and be able to host out-of-state academies in the metro, Beecher said.

The very best viewing would be in the Boundary Waters Canoe Area Wilderness, officially recognized as the closest International Dark Sky Sanctuary.

The sun runs on an 11-year cycle, and 2025 was predicted to be the cycle's maximum for solar storms. However, 2023 has already exceeded 2025's predicted number of storms. When there's more solar storms, there's more chances for aurora borealis.

According to NASA, auroras are caused by waves of charged particles emitted by the sun, known as solar wind.

When those charged particles come into contact with atoms and molecules in Earth's upper atmosphere, it creates neon-green waves — similar to the collision of electrons and neon gas in neon lighting.
