Two Twin Cities restaurants announced their sudden closure on Instagram on Monday, August 28. Kalsada, the St. Paul modern Filipino restaurant owned by chef Leah Raymundo and John Occhiato, will serve its last meal on September 15. Chelas, Tangletown’s relatively new restaurant serving Vietnamese and Latin American-influenced tapas, also announced its sudden closure, though it didn’t provide an exact closing date.
Kalsada was Eater Twin Cities’ 2022 restaurant of the year. Raymundo’s menu — which she was careful to distinguish as “not your lola’s cooking,” favoring creativity over narrow expectations of authenticity — featured tender pork lechon, kinilaw with coconut and citrus-marinated ahi tuna tartare, and truffled chicken adobo, among other dishes rooted in Filipino flavors and forms. Kalsada’s brunch emerged as one of the Cities’ best, making purple ube pancakes crowned with mango and coconut one of the hottest breakfast items on the scene. Kalsada has stopped brunch service for its final weeks; it will only serve dinner, starting at 4 p.m., through the 15th.
Raymundo and Occhiato, who also own St. Paul’s Cafe Astoria, say that a number of factors led to the closure. They cited the effects of a snow-heavy winter that forced them to close Kalsada for a number of days in February and March, as well as St. Paul’s generally smaller restaurant clientele as compared to Minneapolis’s. “Minneapolis has clearly attracted a younger audience, maybe even a more affluent audience,” says Occhiato. “We need to be able to shake that, because just been crossing the river makes it so much harder to run an operation.” Raymundo and Occhiato’s teenage son was also diagnosed with severe aplastic anemia in November, and spent four months in the hospital.
“It’s been very tough,” says Raymundo. “We don’t want to leave this area. This is a really great neighborhood. And my team, they did share a [lot of] love with this neighborhood and this community.” She says Kalsada may have a next chapter, at some point in the future — they’re keeping their eyes out for a smaller space that might be a good fit.
Over in Tangletown, Chelas, cited “unforseen circumstances” as the reason for its closure, but didn’t give further details. Eater has reached out for comment but did not hear back by the time of publication.
Owners Timothy Truong and Luom “Bronko” Do opened Chelas in December 2022, in the former Prieto space on Nicollet Avenue. Both, as Mpls.St.Paul Magazine reports, are the sons of local Vietnamese restaurateurs — Truong is part of the Jasmine Deli and Jasmine 26 legacy; he later opened the Soul Fu counter at Minneapolis’s North Loop Galley food hall. Do grew up cooking with family at St. Paul’s Trieu Chau. They brought lush greenery, rattan lamps, and warm neon into the space, aiming to create a “night street market” ambiance.
Chelas’ menu offered various Southeast Asian dishes in a tapas format, also folding in Latin American influences. Dishes with Vietnamese flavors like coconut clams, scallops grilled with ginger, and whole branzino wrapped with herbs and rice paper were served alongside salsa verde pork belly, green chile langoustines, and esquites dressed with lemon aioli. Chelas kept Prieto’s taqueria counter, too, serving al pastor and sweet-glazed catfish tacos garnished with watermelon radish.

Enrique Velázquez, who has worked for the city for seven years, was nominated by Mayor Jacob Frey on Monday as director of regulatory services. That's the arm of city government that encompasses the city's homeless response, which itself involves numerous city departments.
If he's confirmed by the City Council, don't expect Velázquez to make any sudden changes to the city's approach, which he emphasized in an interview is a "collaborative process."
Some camps could be allowed to remain — temporarily — while outreach workers attempt to connect those staying there with services they need, while others might be cleared more rapidly if health and safety concerns arise, he said.
"It's a continual evolution that we are working through," he said. "There's no one-size-fits-all."
Velázquez said the key values that will drive the city's response to housing and those without shelter are a conviction that "housing is a basic human right for all humans, that we have access to housing stock that is affordable and safe and equitable to all across the city, that all renters are aware of what their rights are and all landlords are aware of them, too."
The position oversees more than the response to homelessness.
As head of the Regulatory Services Department, Velázquez would direct more than 190 employees across four divisions, including inspection services, traffic control and animal control.
"It's a small but powerful department that does great work for the city ... right at that precipice on where residents are," said Velázquez, who said he sought the position because much of the work is on the front lines of issues that directly affect "residents, visitors and business owners."
Velázquez, 48, has served as director of inspection services, within the Regulatory Services Department, for just over a year. He was first hired by the city seven years ago as a manager in the Community Planning and Economic Development Department. Before that, he worked in the private sector, including stints at Entrust Corp., Electronics for Imaging, and Hewlett-Packard.
"Enrique is the clear choice to serve as the next leader for Regulatory Services," Frey said in a prepared statement. "Enrique's dedication to public service is shown through the collaborative work he has implemented, such as tackling the rental property inspections backlog and supporting local businesses during the height of the pandemic."
Velázquez would replace Saray Garnett-Hochuli, who assumed the role in May 2022 and was promoted to deputy city operations officer for internal services in June.
Frey's appointment is for a term of four years and will face a City Council confirmation process that has yet to be scheduled. The position pays an annual salary of between $151,393 and $179,467, according to city wage schedules.

It's been a little more than a year since Leah Raymundo and her spouse, chef John Occhiato, opened Kalsada, a modern Filipino restaurant in St. Paul's Merriam Park neighborhood. Now, the couple have announced that the restaurant will close Sept. 15.
"It has been an amazing run, and we are grateful to have been able to share Kalsada with you, but for now our focus is needed elsewhere," the couple wrote in a statement.
The restaurant (1668 Selby Av., St. Paul, kalsada-stpaul.com) opened as an all-day cafe with coffee drinks, much like their first business, Cafe Astoria. There was also a grab-and-go pastry selection and lunch bites that included traditional Filipino dishes like lumpia and chicken adobo, done with their own personal twist.
Eventually, hours were pared down to dinner and weekend brunch service; this past weekend's brunch was Kalsada's last.
Raymundo and Occhiato encourage fans to stop in for one more meal of adobo or lechon and say goodbye before the 15th. After that, the two will focus on their other two St. Paul restaurants, Cafe Astoria and the adjacent Stella Belle.
Chelas, the south Minneapolis fusion restaurant from chef/owners Luom Bronko Do and Timmy Truong, has closed citing "unforeseen circumstances." The restaurant, at 4751 Nicollet Av. S., was known for blending ingredients into an intriguing blend of cross-cultural flavors that the Star Tribune's critic Jon Cheng called, in the case of the Vietnamese stew Bo Ko Menudo, "incandescent." He gave the restaurant 2½ stars, a rating that highly recommends the restaurant.
The chefs had previously run the kitchens at Fusion Eatery (in downtown St. Paul) and Soul Fu (in Minneapolis' North Loop Galley) before opening Chelas in December 2022.
Minneapolis' restaurant-dense North Loop neighborhood will be home to a third Treats, the cereal-infused ice cream and boba shop from sibling partners Trisha Seng and Minh Dinh. The North Loop Neighborhood Association reported that Treats will be one of two businesses on the retail level of the under-construction Intersect apartment building at 316 N. 2nd St.
First opened in 2019 on St. Paul's Grand Avenue, the shop was an instant hit with a lineup of Instagram-ready menu items and a steady stream of customers. In addition to the boba and frozen goods, the new location also will serve waffles mixed with cereal, plus hot chocolate, matcha lattes, brown sugar milk teas and more.
A second Treats followed in Blaine (10340 NE. Baltimore St., treatsmn.com); look for the North Loop spot to open before the end of the year.
It's in with the new at Market at Malcolm Yards as Martes Tacos is set to join the food hall lineup after Labor Day, taking the place of the vegetable-focused Advellum. Martes Tacos will feature a variety of tacos (chicken, beef, pork, fish, vegetarian) served on locally made tortillas. Look for nachos, chips, salsas, guacamole, too.
There's more: the pop-up MY Market is now open, featuring a dozen local food-focused makers, from chocolates and marshmallows to spices and syrups. It will be open through fall.
In addition to the two new vendors, Malcolm Yards is also home to Abang Yoli, Bagu Sushi, Bebe Zito ice cream and burgers, Del Sur, Momo Dosa, Sunday at the Market and Wrecktangle. The food hall is at 501 30th Av. SE., Mpls., malcolmyards.market.
Local, healthful food mini-chain Agra Culture has announced it will close the Highland Park location on Sept. 3 after six years. In a social media post, the company, run by InnerBloom Hospitality, wrote, "We take pride in being part of the community and creating meaningful connections with our guests. While this chapter may be coming to an end, our goal is to be a continued partner in the community and we will be transitioning into a new concept that will open in the upcoming months." Requests for comment on what the new concept will be were not immediately answered.

Beverage manager Kevin Tester has created a menu of Mediterranean-inspired spirit-forward cocktails, wines from the same region, zero-proof mocktails and handcrafted sodas.
The interior, originally designed by Shea, also has been updated with new textures and palettes. The mural by local artist Adam Turman is still there, but will get a refresh from the artist.

This themed entertainment experience will showcase the talents of Canterbury's kitchen with specialty food, cocktails, and pairings during an evening packed with themed fun and live racing. Admission includes samplings of bourbon craft cocktails, two drink tickets for cocktails at the full bar, as well as access to the appetizer pairings throughout the evening.

This film festival features filmmakers from Minnesota and Wisconsin. The top 18 films will be screened starting at 8 p.m. at Franconia's outdoor amphitheater. Snacks and beverages will be on sale at the festival. Guests are welcome to bring their own blankets, chairs, snacks, and beverages as well.
The Traders' Market Elko is a vintage-themed indoor outdoor event on a 30-acre farm in Elko. The market hosts 250 vendors including antique shops, handmade items, quilt vendors, 13 food trucks, and a farmers market. The market is Minnesota’s largest Memorial Day, July 4, and Labor Day weekends Antique Show and Flea Market.
