BURNSVILLE, Minn. -- If you're trying to convince a city commission to grant your petting zoo an indoor space, there are worse persuasive tactics than bringing a baby kangaroo the public hearing.
That's exactly what Sustainable Safari did on Monday night. The company applied in April to open a location within the Burnsville Center, and they brought one of their animals, a baby kangaroo named K.J., to the Planning Commission's review.
The space is currently not zoned for use as a zoo, so Sustainable Safari applied for a planned unit development amendment to allow such a use.
At the meeting, Sustainable Safari owner Bob Pilz said he hopes the petting zoo would "really become a draw for the Burnsville Center and help it come back to life." Pilz pitched the business to the Planning Commission, running through the business's licensure, insurance, future plans and more.
"We're working towards a very significant impact on conservation through our company," Pilz said.
The petting zoo would be located in the mall's former Old Navy space and comprise about 17,000 square feet, according to the city.
Sustainable Safari has operated inside Maplewood Mall since 2019. The Burnsville location would be their second. The space would include a petting zoo, party room and educational center.
One city councilmember asked how Sustainable Safari would manage the scent from an indoor petting zoo.
"Our ventilation system is pretty crazy at Maplewood," Pilz said. "No air actually goes back out the front door at Maplewood ... The air is all sucked from the common areas, through our doors right out the roof in the back of the mall. And that's cycled every six minutes ... So that really hopes control the air and the smell."
Pilz said the ventilation system at Burnsville would be just as impressive, if not more so.
"The ventilation we have specced out for Burnsville, it's going to be a dream in there," he said. "It's going to be its own climate."
The Planning Commission unanimously passed the motion to recommend the planned unit development amendment to the full city council. The council will take it up at a meeting on July 18.
"You'd be a great draw to our mall," Planning Commission member Chris John said. "We need something to pull people in and this is one of those things that the big box stores online can't replicate, so this is a great asset to our mall."

BURNSVILLE, Minn. (WCCO) - After a stinky mess, believed by a Minnesota family to be feces, rained down on multiple cars in a drive-thru, the origins of the substance are still unknown.
Like any other day, Carisa Browne and her son were waiting in the drive-thru line Monday at Caribou Coffee in Burnsville when suddenly, some foul-smelling stuff fell from the sky.
“I was waiting in line, getting my daily coffee … and all of a sudden, brown dropped onto my vehicle,” Browne said. “It was like it rained brown for a second… I got out, and I went to the car in front of me. I was like, ‘What just happened to us?’ And he was like, ‘I have no idea.’”
Browne says her car and that of the driver in front of her were fully covered in the substance, which Browne believes was feces.
“I was looking around, like ‘Who threw it at us?’ But it was very high. It came straight down. It hit on my roof, on my hood. It was all the way down my side,” she said. “Also, my child was with me, so I’m glad the windows weren’t open.”
Browne’s young son described the experience.
“Something landed on my mom’s car,” he said. “It stinked. It was poop.”
Browne didn’t see a flock of birds nearby or anything else she thought may have caused the substance to fall, so confusion and repulsion reigned.
“The odor was so strong that the woman who was handing me my coffee noted how much it smelled. I mean, my cat had something similar to it this morning, so I’ve had a lot today with the poop,” she said.
Browne, who studied to be an aircraft mechanic, adds that the residential area is under a flight path, and a waste dump from a plane may explain the situation.
“I don’t know why that would happen here,” she said. “I didn’t know that there was even a way to release it mid-flight, so that’s why I’m a little confused. I’m going to look into it.”
Despite everything, Browne completed her transaction and got her daily coffee.
“It’s going to take a lot to stand between me and my coffee,” she said with a laugh.
The Metropolitan Airports Commission said they are not aware of any incidents related to flight activity.
Reporters are waiting to hear back from the Minnesota Department of Natural Resources on whether this could be the work of a large flock of birds.

Work could begin early next year to convert a vacant Burnsville Center anchor space into an Asian supermarket and international food hall.
Minneapolis-based firm Studio M Architects recently finalized design plans for the Pacifica of Burnsville food hall, and the bid process is underway. The project's development team, which includes broker Marshall Nguyen of Caspian Group, expects to choose a contractor in the coming weeks so the buildout can begin as soon as possible.
The team initially hoped to open Pacifica of Burnsville as early as January 2023, to coincide with Lunar New Year, but the timeline was pushed back as the design was refined a few times.
"We're trying to ensure that it’s a beautiful project and buildout. We have a lot of eyes on this project," Nguyen said, adding that the group behind the plan didn't want to rush the process. "It's pretty important for the city, and for us as well.”
The project was originally called Pacifica Square Burnsville, but its name was changed to Pacifica of Burnsville in order to maintain brand continuity, said Cristal Z Hayes, chief architect for Illinois-based developer Windfall Group and owner of Chicago-based ZSW Architects.
Windfall Group is behind Pacifica Square in Aurora, Ill., a growing pan-Asian hub of restaurants, stores and other businesses that's touted as one of the largest Asian lifestyle centers in North America. The company plans to replicate that project in other markets, including Burnsville, and name the sister developments "Pacifica of" followed by a unique geographical indication — hence the change to Pacifica of Burnsville.
A group of investors helmed by Windfall Group CEO Eddie Ni in early 2022 paid $10.6 million for the approximately 125,000-square-foot portion of Burnsville Center containing Dick's Sporting Goods, Kirkland's, Panera Bread, Noodles & Co. and a big-box vacancy left by Gordmans, the now-defunct discount department store.
Pacifica of Burnsville will occupy the roughly 62,000-square-foot former Gordmans space. It will be anchored by new-to-market grocery chain Enson Market and a food hall featuring 10 fast-casual concepts. They're expected to take up about 50,000 square feet and 12,000 square feet, respectively.
The lineup of food hall vendors hasn't yet been finalized. Some of the brands that appear in the renderings, like Mango Mango and Bonchon, might not be in the mix when the food hall launches.
A planned addition near Dick's Sporting Goods will feature Brazilian steakhouse Bullvino's Churrascaria, which launched in St. Paul's Lowertown in 2021, as well as another restaurant – potentially an international hot pot chain.
The project still has to work its way through Burnsville's Planning Commission and City Council. An application related to the facade remodel and 15,000-square-foot addition is in for development review, and a final decision could be made in January.
Regina Dean, assistant community development director for Burnsville, said she's excited about the project's potential to attract more visitors to the mall and bolster the city's shopping and dining options.
Being a catalyst for Burnsville Center's revitalization is exactly Pacifica of Burnsville's goal, Nguyen said, and the team wants to ensure every components' success.
Nguyen and his Caspian Group colleagues also handle leasing for all of Burnsville Center. That same group of brokers lined up tenants for the new Asia Mall in Eden Prairie.
Nguyen said it's possible that Pacifica of Burnsville will open sometime in 2023.

The Best Western Premier Nicollet Inn in Burnsville is under new ownership, which plans to rebrand the hotel and likely bring in the anticipated outlet of the revived Steak and Ale steakhouse chain.
Wichita, Kan.-based Endeavor Hotel Group bought the 131-room hotel for nearly $8.65 million, according to an announcement made Thursday by the Minneapolis office of the brokerage firm Marcus and Millichap (NYSE: MMI). Endeavor intends to transform the hotel into a Wyndham Hotels-branded hotel and likely convert the current full-service restaurant in the space, Morgan’s Farm to Table, into a Steak and Ale, according to Endeavor CEO and President Roy Arnold.
The location was attractive because it was in "immaculate condition," Arnold told the Business Journal. The company, which is choosing Wyndham for its more elevated feel, plans to make upgrades, like to its banquet and event capabilities, to be more competitive in the wedding and event market, he said.
An entity tied to Endeavor Hotel Group, Endeavor Properties, had announced earlier this year it was partnering with Dallas-based Legendary Restaurant Brands to bring back the defunct Steak and Ale chain in Burnsville. At the time, the entities did not disclose where the new restaurant’s address would be. The new restaurant was expected to open this summer or fall, the Business Journal reported at the time.
If the restaurant does become a Steak and Ale, it would likely open in that timeframe, Arnold said.
Located at 14201 Nicollet Ave. S., the hotel has an occupancy rate of 42.3% and an average daily rate of $119.62. The hotel had a revenue per available room of $50.60 in 2022, the release said.
Jake Erickson, Joseph Ferguson, Jared Plamann and Jon Ruzicka, investment specialists in Marcus & Millichap’s Minneapolis office, represented the seller, Blithe Hospitality, on the deal. Erickson, Ferguson, Plamann and Ruzicka also represented the buyer.
The property is being financed by Endeavor and investors through a special purpose entity, Arnold said.
The 7-acre property is worth $5.2 million, according to Dakota County property records. Built in 1984, the hotel spans 93,205 square feet. It last sold in 2010, Erickson said.
At a purchase price of $8.65 million, the hotel sold at about $66,000 per room. This is comparable but somewhat higher than the per-room prices of other recent hotel sales, including a Best Western Plus and LaQuinta Inn and Suites by Wyndham, both in Bloomington, which sold for $13.2 million for 210 rooms and $14.25 million for 233 rooms, respectively.
Endeavor is planning to acquire other hotels in Minnesota, including one in the metro area, Arnold said, declining to disclose which properties. The latest purchase marks Endeavor's fourth acquisition since 2021 and its largest to date, Arnold said in a press release.

A consent order has laid out a timeline for the owner and manager of Parkvue Flats to make repairs after the city of Burnsville suspended the complex's rental license in December for racking up dozens of code violations.
The rental license is still suspended at the three-building, 313-unit complex at 1501 E. Burnsville Parkway, meaning the property owner and management company cannot rent out any more units. Existing tenants, however, can stay in their homes.
The length of time allowed for repairs ranges from three weeks to six months from the order's date. The initial three-week deadline is Feb. 24.
City attorney Jared Shepherd said the consent order was issued after the parties involved — including property owner Bridge WF II MN and management company Bridge Residential PM LLC — sat down to negotiate a timeline.
"The city is certainly happy with the order and the ability to hold the defendants accountable for making the necessary repairs," Shepherd said.
Utah-based Bridge bought the buildings in December 2021.
Problems started in May 2022 when a routine fire inspection turned up 57 code violations, including missing exit lights and handrails, overflowing trash rooms and half-done Sheetrock repairs. Water was found in parking garages and basements.
An August inspection found other areas with no lighting, and a November inspection uncovered workers repairing the parking garage with no permit.
On Nov. 11, there was an apartment fire — but not a single alarm sounded. In December, 21 new or existing code violations were found.
Different deadlines
The most "urgent and doable" fixes at the 50-year-old buildings were given a shorter time frame, Shepherd said, while more complex items were allowed more time.
According to the order:
If Bridge misses a deadline, the order allows the city to go to court and have the company's compliance reviewed. If they're found to be noncompliant, the city could seek an order of contempt, Shepherd said.
Continuing frustration
Burnsville City Council Member Cara Schulz said that renters and landlords enter into a contract when a unit is rented out and, in this case, the landlord clearly didn't uphold their end of the deal.
"This is just past what is allowable," Schulz said.
Resident Angela Woodard, who has lived at Parkvue since August, has had various issues while living there. She said she saw roaches the day she moved in.
In late December, her two bathrooms became very cold after someone left a garage door open. The pipes burst and her unit flooded the week before Christmas. On Christmas, her unit was condemned.
She then moved into a smaller unit and had to sign a new lease in January. She said that even now, there are pieces of Sheetrock cut out from walls and trash rooms are still "atrocious." She's also seen mold in her unit's vents, she said.
Woodard said that she is considering legal action. What really frustrates her is that many tenants are immigrants who aren't aware of their rights, she said.
"Taking advantage of people — that really makes me mad," she said.
Parkview Flats management did not respond to requests for comment.
