ICE arrests seven at St. Louis Park manufacturing facility

U.S. Immigration and Customs Enforcement agents arrested seven people Wednesday morning at an aluminum manufacturing facility in St. Louis Park, according to immigrant advocates.

Three of the seven individuals have been identified by the Immigrant Defense Network, a statewide group of advocacy organizations that provides direct services and legal resources. The organization issued a news release Thursday about the arrests at HardCoat Inc., noting that details about how the arrests were carried out are unknown.

A representative for HardCoat Inc. declined to comment when reached by Sahan Journal.

The number of ICE arrests across the state since President Donald Trump took office was not immediately publicly available, although a recent post on ICE’s X account, formerly Twitter, said the agency arrested more than 20,000 immigrants in the last month. Trump has promised to carry out the country’s largest deportation efforts.

The Immigrant Defense Network said it was not releasing details about the arrestees’ backgrounds due to concerns about their immigration status.

Ryan Perez, director of organizing at Comunidades Organizando el Poder y la Acción Latina (COPAL), which is part of the network, said it hasn’t been confirmed whether ICE agents were permitted to enter the St. Louis Park facility.

“Generally, in incidents like this that are happening, there is concern about how is ICE getting into particular places,” Perez said. “Are they being welcomed in? Do they have a warrant signed by a judge? Those are like ongoing questions that community members have raised about various incidents.”

Typically, ICE agents are only allowed to enter a restricted area if they are voluntarily invited in, or if they have obtained a warrant signed by a judge.

Erin Bultje, ICE Communications Chief – North, issued a written statement Friday saying that ICE conducts worksite enforcement in response to information and allegations received by ICE Homeland Security Investigations. ICE targets employers who may have violated federal employment laws. ICE is not required to have a signed warrant when a credible tip is received, Bultje said.

Anyone that is “determined to be in violation of U.S. Immigration laws may be subject to arrest, detention, and, if ordered removed by an immigration judge or other authority, subject to removal from the United States,” read Bultje’s written statement.

Recent ICE arrests at Minnesota workplaces are raising questions from community members and immigration advocates about whether businesses are working with ICE, and whether businesses are familiar with how to protect workers from ICE encounters and arrests.

Two workers at Nupa Restaurant in Rochester were arrested by ICE in early February. On Thursday, several people were arrested by ICE agents in Duluth during a roofing project, according to Northern News Now.

Businesses can post signs informing ICE agents that they cannot enter their premises without a signed warrant, Perez said.

ST. LOUIS PARK, Minn. — Chi-Chi's, the once-beloved restaurant chain that disappeared from the dining scene two decades ago, announced its first Minnesota location on Tuesday.

Michael McDermott, son of the chain’s original cofounder, said he plans to convert his Rojo restaurant in St. Louis Park into a Chi-Chi's, according to a news release.

The restaurant's opening date was not provided however the release stated it was "scheduled to be opened in Minnesota this year." Officials also plan to turn the Rojo restaurant in Maple Grove into a Chi Chi's but provided no further details.

McDermott said he's looking to raise $3.5 million through crowdfunding. Last December, he announced the return of the Mexican casual dining chain 20 years after the last restaurant closed its doors.

"The enthusiastic response to our announcement about bringing back Chi-Chi's was overwhelming — greater than I ever anticipated. Millions of former customers and thousands of former employees were buzzing about it on social media, sharing fond memories of their experiences," McDermott said in the release.

McDermott told KARE 11 the menu will include the signature items from Chi-Chi's, popular items from the Rojo menu, as well as some new options. He also said the design will be similar to Chi-Chi's restaurants of the 70s.

Chi-Chi’s closed in 2004 after a hepatitis A outbreak tied to green onions in their salsa. The outbreak sickened about 650 people, left four dead and spurred a slew of lawsuits against the chain. It remains one of the largest hepatitis A outbreaks in U.S. history.

Founded in 1975 by Marno McDermott and former Green Bay Packers player Max McGee, the chain once boasted more than 200 locations nationwide. Customers loved the restaurant for its fresh tortillas, sizzling fajitas, Friday night margaritas and legendary deep-fried ice cream.

Although the chain has been missing from the restaurant space for 20 years, Michael McDermott said he believes the brand still holds a special place in consumers' hearts and remains popular among customers nationwide with its packaged salsa, tortillas and seasonings – which will continue to be sold at stores.

The new Chi-Chi's promises a "modern and lively atmosphere" while delivering the “high-quality, value-driven” meals that made the original chain so popular.

McDermott told KARE 11 the plan is to set up a franchise program in the future.

Don’t underestimate Patty Wall. Plenty of people told her it was ill-advised to open a food hall in the dilapidated Harris Machinery building in Prospect Park. Built more than 130 years ago, the already aging structure was significantly damaged by a fire in 2016, less than a year after she and her husband, real estate developer John Wall of the Wall Companies, purchased the building in Minneapolis for over $1.8 million.

But fast forward to today, and the site is now home to the bustling Market at Malcolm Yards food hall, which is near Huntington Bank Stadium and continues to draw crowds on and off game days. The market has nine different kitchens and a bar. And Wall isn’t done: With almost four years of operations under her belt at the Prospect Park site, she now has plans for a second location. This time, she’s targeting the suburbs.

In an interview with TCB, Wall said she’s partnered with local real estate company Hempel Real Estate on initial plans for a second food hall in St. Louis Park. Her goal is to open a 40,000-square-foot hall with 14 kitchens and a rooftop deck in the western suburb. The partners are working through details on a specific location for new space. And although she said it’s too early to commit to a specific location, it’s worth noting that Hempel owns Shops at West End and is working on redevelopment plans for its vacancies, including at the recently shuttered Anthropologie store.

Wall is confident that St. Louis Park is the right spot for a new food hall. “I’ve learned, from traveling around the country and being an owner-operator, that there are certain things that will make a food hall successful and certain things that will make it tank,” she said. “You need dedicated parking, you need event space, and you need density.”

Wall said she’s been in talks with the planning commission and city council members in St. Louis Park on the project, though no formal documentation has been filed yet. “They know what we’re doing,” she said of St. Louis Park city leaders. “But as far as permits, we’re not to that stage yet.”

Wall’s intention is to get the new location up and running by early 2026.

Her plans don’t stop in St. Louis Park, either; working with Hempel, she also aims to one day open another concept in the LaSalle Plaza in downtown Minneapolis, which Hempel purchased in 2023.

“I used to work downtown, and I love downtown,” Wall said. “I can’t wait to see it fully restored.”

This wouldn’t be Hempel’s first food hall concept in a downtown area. The company is a partner in the 3rd Street Market Hall, which opened in downtown Milwaukee just about three years ago.

Amid a massive upheaval in commercial real estate in the Twin Cities and around the country, food halls might be one creative way to repurpose office buildings and shopping centers. The mass exodus of retailers big and small continues to leave holes in a number of malls, including Burnsville Center and Maplewood Mall, which both lost anchor tenant Macy’s.
